Short answer: Stripe Atlas is the better pick if you plan to raise money on a Delaware C-Corp. Its $500 one-time fee covers incorporation, an EIN, a first year of registered agent service and the founder-stock paperwork. doola costs $297 a year plus state fees for an LLC, so it is cheaper on paper, and it is the only one of the two whose plans list bookkeeping and tax filing.

Entity type: Atlas offers a C-Corp, doola an LLC
Stripe Atlas lets you pick a Delaware C-Corp or an LLC. The paperwork it includes, founder stock, an 83(b) filing and document templates, is the kit a company raising money from investors usually needs at the start. doola describes only LLCs on its homepage: "Form a US LLC, set up a US bank account, pay taxes here." If you need a C-Corp, doola is not an option on the pages we read, so the cost comparison below applies to LLCs only.
First-year cost: doola is $203 cheaper before state fees
doola's Starter is $297 a year plus state fees. doola collects the state fees and pays them to the state, and its page does not print the amounts. Atlas's $500 covers Delaware incorporation with its filing fees, the first year of agent service and the EIN. On headline price, doola is $203 less.
That gap is not the whole answer. Atlas forms in Delaware, so its price already includes Delaware's filing fee. If you form an LLC in Delaware, add that fee to doola's Starter price before you compare. Set against Atlas's one-time fee, doola's total passes it once your state fee is above $203. The state you file in decides the answer, and neither page puts the two totals side by side.
What renews, and the three-year total
Atlas renews only the registered agent, at $100 a year after year one. The renewal is automatic, and you can cancel at any time. doola's Starter renews at the same yearly price, and that charge covers every service on the plan, the agent included.
At list prices, the three-year vendor bill is $700 on Atlas (the one-time fee plus two $100 renewals) and $891 on doola's Starter, if its yearly price holds. Neither total includes annual state taxes, and doola's total also leaves out its state fees. Stripe's page does not say whether Delaware's annual franchise tax is included, so treat the Atlas figure as a floor for a Delaware C-Corp, not the full bill. The two bundles also cover different things, so the $191 difference is a price gap, not a like-for-like saving.
Bookkeeping and tax: only doola lists them
Stripe Atlas lists no bookkeeping, tax filing or tax consultation. doola sells all three in tiers. Pulse is $300 a year after a 30-day trial and covers automated bookkeeping, payout tracking and expense monitoring. Tax and Compliance is $1,999 a year plus state fees and adds federal and state tax filing, a 1:1 tax consultation and bookkeeping with invoicing software. Business-in-a-Box is $2,999 a year plus state fees and adds monthly financial statements, synced bookkeeping and taxes, and estimated quarterly taxes. The pricing page also prints a monthly figure for that top tier without saying which billing term it uses, so check the checkout before you budget by month.
If you need the books and returns handled, that tier is the figure to compare, because Atlas has no matching line. If you only want bookkeeping, FreshBooks, Wave and Xero are the accounting tools we review, QuickBooks vs Xero compares two of them, and best free accounting software covers the free options.
One gap matters for founders abroad. doola's pages do not mention Form 5472, the IRS information return that foreign-owned US companies file, and they do not say whether the tax plans cover the filings a foreign owner needs. Ask doola in writing before you pay for that tier.
Banking: neither formation plan includes an account
Neither formation plan prices a bank account. doola's homepage says it helps you "set up a US bank account", but its plan pages do not say which bank or what it costs. Atlas's fee can be recovered only through a $5,000 deposit into a Stripe Treasury account within 90 days, so treat it as a conditional refund, not a discount.
For the account you open after formation, Mercury's base plan is $0 a month, with same-day and next-day ACH and domestic wires at $0 on its pricing page. Read Mercury vs Relay and the Mercury review for the trade-offs, and the best business bank accounts list for the wider set. Toolradar also has a Mercury listing. Relay's Starter is $0 a month with no minimum balance. Grow is $30 a month, and Scale is $90 a month, down from $120 for a limited time, per its pricing page. That page does not print ACH or wire fees, so check them before you move money. The Relay review covers the rest.
Non-US founders: the EIN rules decide the route
doola's FAQ says it works with entrepreneurs from around the world, and its Starter includes an EIN. Atlas includes one too. The IRS attaches two conditions to its free online EIN tool. The responsible party needs a Social Security number or an ITIN, and the company's principal place of business must be in the United States. If either condition fails, you apply by phone, fax or mail. The IRS says you never pay a fee for an EIN and warns against websites that charge one. An EIN bundled into a fee is a charge for the service, not for the number.
Neither vendor page we read says how it files the EIN for a founder without an SSN or ITIN. Ask which route the provider uses before you pay.
Which one to pick
Raising money on a Delaware C-Corp: Stripe Atlas
Atlas packs the formation paperwork into one fee: a Delaware company, an EIN, founder stock, an 83(b) filing, the first year of agent service and $2,500 in Stripe product credits in year one. The weak points are what the page leaves out. There is no bookkeeping, no tax filing and no statement of how Delaware's annual franchise tax is handled. Budget for those separately.
A non-US founder who wants the books and returns handled: doola
If you run an LLC from outside the US and want formation, an EIN, a registered agent, bookkeeping and tax filing in one plan, doola's Tax and Compliance tier is the only option of the two whose page lists that full set. It costs $1,999 a year plus state fees. The Starter covers formation, the EIN and the agent, and leaves the books to you. The weak points are that doola's homepage describes only LLCs, its pages leave state fees unpriced and do not say whether it covers the foreign-owner filings.
If you want an LLC and nothing else
ZenBusiness charges $0 plus state fees to form and $199 a year for its registered agent. Bizee sells its Basic package at $0 plus the state fee, Standard at $199 plus the state fee and Premium at $299 plus the state fee. Each package includes one free year of agent service, and Bizee's page prints no agent price after that year, so ask for it before you choose. Bizee's Basic and Standard packages and ZenBusiness's formation cost less to start than doola's Starter, before state fees. ZenBusiness sells bookkeeping separately at $30 a month (Money Pro Bookkeeping) and lists tax filing without a price, and Bizee prices neither.
How we checked
Each price was read on the vendor's own pricing page on 12 October 2026: doola, Stripe Atlas, ZenBusiness, Bizee, Mercury and Relay. The EIN rules come from the IRS. State fees are left out because neither vendor prints the amount for your state. Prices change, so confirm the figure at checkout.
Toolradar data: the finance ranking we publish evaluated 1,097 tools, updated October 2026. Our doola listing shows the same Starter price as doola's own page.
